Luis Enrique Sam Colop is a Guatemalan politician and lawyer who served as the President of Guatemala from 1996 to 2000. He was born in Cantel, Guatemala, on 11 December 1955. He studied law at the University of San Carlos in Guatemala City and graduated in 1979. He began his political career in the early 1980s, when he was elected to the Guatemalan Congress. He served as a member of the Congress from 1982 to 1986. In 1986, he was appointed Minister of the Interior and Justice, a position he held until 1988. In 1996, he was elected President of Guatemala, and served until 2000. During his presidency, he implemented a number of reforms, including the privatization of state-owned companies, the liberalization of the economy, and the strengthening of the rule of law. He also worked to improve the country's infrastructure and reduce poverty. After leaving office, he returned to his law practice and has since been involved in various business ventures.
