Malcolm Rifkind is a British politician who served as Secretary of State for Foreign and Commonwealth Affairs from 1995 to 1997 and as Secretary of State for Defence from 1992 to 1995. He was a Member of Parliament (MP) for the Conservative Party from 1974 to 1997 and from 2005 to 2015. Rifkind was born in Edinburgh, Scotland, on 21 June 1946. He was educated at George Heriot's School, Edinburgh, and the University of Edinburgh, where he graduated with an MA in Law. He was called to the Scottish Bar in 1972 and practised as an Advocate until 1974. Rifkind was first elected to the House of Commons in 1974, representing Edinburgh Pentlands. He held various ministerial posts in the governments of Margaret Thatcher and John Major, including Secretary of State for Scotland, Secretary of State for Transport, Secretary of State for Defence and Secretary of State for Foreign and Commonwealth Affairs. Rifkind was knighted in the 1997 New Year Honours and was made a life peer in the 2015 Dissolution Honours. He is currently a member of the House of Lords.
