He studied at the University of Vilnius and graduated with a degree in economics. He then went on to become a professor at the same university. He was a member of the Lithuanian Communist Party from 1956 to 1990. He was also a member of the Lithuanian Supreme Soviet from 1990 to 1991. In 1990, he was appointed Prime Minister of Lithuania and served until 1991. During his tenure, he was instrumental in the country's transition to a market economy.
