Meron was born in Königsberg, Germany, on 22 March 1926. He studied music at the Königsberg Conservatory and the Berlin Academy of Music. In 1945, he immigrated to Palestine, where he continued his studies at the Jerusalem Academy of Music. Meron has composed numerous works for the stage, including the musicals "The Dybbuk" and "The Golem". He has also composed works for orchestra, chamber ensembles, and solo instruments. He has conducted orchestras in Israel, Europe, and the United States. Meron has been a professor of music at the Jerusalem Academy of Music since 1965. He has also served as the artistic director of the Israel Festival since its inception in 1961. Meron has received numerous awards and honors, including the Israel Prize in Music in 1975, the Wolf Prize in Music in 1988, and the EMET Prize in Music in 2004.

A member of Ramat Gan city council, he served as deputy mayor between 1969 and 1977. In 1977 he was elected to the Knesset on the Likud list. He was appointed Deputy Speaker and chaired the House Committee. He lost his seat in the 1981 elections, and returned to working as a lawyer, briefly serving as Ramat Gan's deputy mayor again in 1981. He has also been a member of the board of directors of several companies and research institutions.

Born Moshe Segal in Königsberg in Germany (today Kaliningrad in Russia), Meron made aliyah to Mandatory Palestine in 1936. He attended the Jerusalem School of Law and was certified as a lawyer. Between 1948 and 1949 he worked as a lawyer for the Israeli Air Force.
