Waters attended the University of California, Berkeley, where he earned a Bachelor of Arts degree in political science. He then attended the University of California, Hastings College of the Law, where he earned a Juris Doctor degree. Waters served in the United States Army during World War II. After the war, he worked as a lawyer in private practice. In 1967, Waters was elected to the California State Assembly, representing the 4th District. He served in the Assembly until 1974.
