Norris W. Overton was an American politician who served as the mayor of Portsmouth, Virginia from 1976 to 1980. He was born in Portsmouth, Virginia, and attended I.C. Norcom High School. He served in the United States Navy during World War II and the Korean War. After his military service, he attended Norfolk State College and graduated with a degree in business administration. Overton was first elected to the Portsmouth City Council in 1972 and served until 1976. He was then elected mayor of Portsmouth in 1976 and served until 1980. During his tenure as mayor, he was instrumental in the development of the Portsmouth Redevelopment and Housing Authority, which provided housing for low-income families. He also worked to improve the city's infrastructure and public services. After leaving office, Overton continued to be active in the community. He served on the board of directors of the Portsmouth Redevelopment and Housing Authority and was a member of the Portsmouth Chamber of Commerce. He was also a member of the NAACP and the Portsmouth Historical Society. Norris W. Overton passed away on April 8, 2021 at the age of 97.
