Paul F. Gorman was an American military officer and politician who served as the United States Secretary of the Navy from 1977 to 1979. He was born in Syracuse, New York, and attended Syracuse University, where he earned a Bachelor of Science degree in 1949. He then joined the United States Navy, where he served for 28 years, rising to the rank of Vice Admiral. Gorman was appointed Secretary of the Navy by President Jimmy Carter in 1977. During his tenure, he oversaw the transition of the Navy from an all-volunteer force to one that included both volunteers and draftees. He also oversaw the development of the Navy's first nuclear-powered aircraft carrier, the USS Nimitz. Gorman retired from the Navy in 1979 and returned to Syracuse, where he served as a professor of political science at Syracuse University. He also served as a member of the New York State Assembly from 1983 to 1985. Gorman died on October 28, 2020, at the age of 96.
