Ponna Wignaraja is a Sri Lankan economist and professor who was born in 1926 in British Ceylon. He is a renowned scholar in the field of development economics and has written extensively on the subject. He has served as the Director General of the South Asian Association for Regional Cooperation (SAARC) and as the Secretary General of the International Centre for Ethnic Studies (ICES). He received his Bachelor of Arts degree from the University of Ceylon in 1950 and his Master of Arts degree from the University of London in 1954. He then went on to receive his Doctor of Philosophy degree from the University of Cambridge in 1959. He has held various positions in the Sri Lankan government, including as the Secretary to the Ministry of Finance and Planning, the Secretary to the Ministry of Industries and Scientific Affairs, and the Secretary to the Ministry of Education. He has also served as the Director of the Institute of Policy Studies in Sri Lanka and as the Director of the Institute of Social Studies in The Hague. He has received numerous awards and honors, including the Sri Lanka Ratna, the highest civilian award in Sri Lanka, and the Padma Bhushan, one of India's highest civilian awards.
