Regine Biscoe Lee is a Guam-born American politician who has served as the Lieutenant Governor of Guam since 2019. She is the first woman to hold the office. Lee was born in Barrigada, Guam, and graduated from John F. Kennedy High School in 1999. She earned a Bachelor of Arts degree in Political Science from the University of Guam in 2003 and a Master of Public Administration from the University of Hawaii at Manoa in 2006. Lee began her career in public service in 2006, when she was appointed as the Director of the Guam Office of Civil Rights. She served in this role until 2009, when she was appointed as the Director of the Guam Department of Labor. In 2011, she was appointed as the Director of the Guam Department of Administration. In 2018, Lee was elected as the Lieutenant Governor of Guam, becoming the first woman to hold the office. She was re-elected in 2020. Lee is married to her husband, John Lee, and they have two children.

In 2016, Lee ran for island-wide office as senator in the 34th Guam Legislature with the slogan, "Strong Families. Strong Guam." In the General Election, Lee placed 4th among non-incumbents and 8th overall with 14,864 votes. On January 2, 2017, Lee was inaugurated as senator in the 34th Guam Legislature.

2013

Lee attended high school at the Academy of Our Lady of Guam and subsequently earned her undergraduate degree from the University of Washington. She served as a Policy Advisor to Congresswoman Madeleine Z. Bordallo and Chief of Staff of Senator Tina Muna Barnes before returning to the private sector in 2013, working for Ruder Integrated Marketing Services (RiMS) until 2015.

In 2009, the Filipina Women’s Network named Lee as one of the "100 Most Influential Women in the U.S." The Filipina Ladies Association of Guam awarded Lee a Sampaguita Award in 2011. In 2012, she was elected as a delegate for Guam to the 2012 Democratic National Convention. The Guam Chamber of Commerce named Lee the 2014 Reina A. Leddy Young Professional of the Year.
