Cerna has held various positions in the Guatemalan government, including Minister of Economy and Finance, Minister of Agriculture, and Minister of Energy and Mines. He was also a member of the Guatemalan Congress from 2000 to 2004. Cerna is the founder and president of the National Convergence Front (FCN-Nación), a political party that promotes economic and social development in Guatemala. He is also the president of the Guatemalan Business Council and the president of the Guatemalan Chamber of Commerce. Cerna is married and has three children. He is an avid sports fan and enjoys playing golf and tennis. He is also a collector of art and antiques.
