Ros Mey was the first president of the People's Republic of Kampuchea, serving from 1979 to 1981. He was born in Kandal, Cambodia, French Indochina, on 30 June 1925. He was educated at the Lycée Sisowath in Phnom Penh and the University of Hanoi. Mey joined the Communist Party of Kampuchea in 1951 and was a member of the Central Committee from 1960 to 1981. He was appointed Minister of Education in 1975 and was a member of the Standing Committee of the Politburo from 1976 to 1981. In 1979, Mey was elected President of the People's Republic of Kampuchea. He was responsible for the implementation of the country's new constitution and the establishment of the Supreme People's Court. He also oversaw the establishment of the National Bank of Kampuchea and the Kampuchean People's Revolutionary Army. Mey was removed from office in 1981 and was replaced by Heng Samrin. He was subsequently arrested and imprisoned for his involvement in the Khmer Rouge regime. He was released in 1991 and has since lived in retirement.
