He studied at the Central University of Venezuela, where he obtained a degree in philosophy and letters. He also studied at the University of Madrid and the University of Paris. Garmendia's works have been translated into several languages, including English, French, German, and Spanish. He has won several awards, including the National Prize for Literature in Venezuela in 1975, the National Prize for Literature in Spain in 1981, and the National Prize for Literature in France in 1983.
