He was born on August 26, 1927 in Brownsville, Pennsylvania. He attended the University of Maine and graduated with a degree in political science. He also served as the House Majority Leader from 1975 to 1976. After leaving the House, he served as the Director of the Maine Office of Economic Development from 1977 to 1981. He then served as the Commissioner of the Maine Department of Economic and Community Development from 1981 to 1983. He also served as the Director of the Maine Office of Tourism from 1983 to 1985. He currently serves as the President of the Maine Economic Growth Council.
