Timeline

2019

Under his tenure as Undersecretary of Renewable Energy, Kind created RenovAr, and all policy encompassing program to satisfy one goal:to massively deploy renewables into the energy matrix of the country. RenovAr offers a policy framework aiming at increasing the economic viability of renewable energy projects and improving investor´s confidence thus helping overcome the barriers to access long term project finance, a key element which has been hindering renewable energy development in the past. Beyond the legal framework established through the Renewable Energy Act 27.191 and related decrees and resolutions, RenovAr developed a guarantee - FODER (Fondo para el desarrollo de Energias Renovables)- mainly to provide awarded project companies with a set of assurances that enhance the legal framework under the (pre) emerging market conditions in the country. FODER counts with a Worldbank guarantee to backstop possible Government’s failure to fund it. The RenovAr program has demonstrated to be an innovative and successful program.

In May 2018, he was appointed Chair of the Council of the International Renewable Energy Agency (IRENA).

Kind was selected 2018 Young Global Fellow of the Eisenhower Foundation in Philadelphia, United States for his work, leading the country’s development of renewable sources of energy for electric generation .
