He was involved in the emancipation of women in Arunachal Pradesh and in the workers' movement and education for tribal boys and girls. In 1994, he was elected for the first time to the Arunachal Pradesh Legislative Assembly. As a cabinet minister, he fought for the separation of judiciary and executive. The Land Settlement Bill for Arunachal Pradesh was legislated as Land Management Minister.
