West attended Washburn University and graduated with a degree in business administration. He then served in the United States Navy during World War II. After the war, he returned to Topeka and worked in the insurance business. In 1975, West was elected to the Kansas Senate, representing the 15th district. He served in the Senate for 21 years, until 1996. During his time in the Senate, he was a member of the Senate Ways and Means Committee and the Senate Education Committee. West was a strong advocate for education reform and was instrumental in the passage of the Kansas Education Reform Act of 1992. He also worked to pass legislation to protect the environment and to promote economic development in the state. West is married to his wife, Mary, and they have two children.
